The Municipality of Olavarría moved forward with a strategic institutional modernization initiative: the creation of its Open Government Portal. The goal was to offer citizens a clear, accessible, and dynamic tool to consult public information, carry out procedures, and actively participate in local decision-making.
onGlobal was called upon to design and develop this portal from scratch, integrating international open government practices, open technologies, and an architecture that is user-friendly for all audiences.
The challenge
To design and implement an institutional website focused on open data, citizen participation, and transparency, ensuring navigability, accessibility, and compatibility with mobile devices.
Our solution
- Design of interactive prototypes, validating key functionalities with the client before moving on to the final design.
- Complete redefinition of the information architecture, organizing the content around three main axes:
- Find out more: procedures, services, transparency, and open data organized by topic.
- Get involved: e-petitions, participatory budgeting, citizen comments.
- We listen to you: space for complaints, ideas, and proposals.
- Development of the institutional website with responsive, accessible, and SEO-ready design.
- Implementation of a self-managed back office with a modular structure and the possibility of adding new sections in the future.
- Evaluation of the use of CKAN or other open data platforms as complementary technology for cataloging datasets, connecting with RAFAM, and facilitating multi-format downloads.
- Preparation of the site for integration with data visualization systems (maps, graphs, statistics).
- Adaptation to interoperability standards such as DCAT (W3C), Linked Data, and SPARQL, with a view to future content federations with the national catalog.
Results
- Modern, functional portal that is 100% compatible with open government standards.
- Platform ready to integrate multiple types of participation and data publication.
- Improved citizen experience for procedures, complaints, and interaction.
- Infrastructure prepared to grow and adapt to future regulations or national requirements.
